（已解决）vba版的腾讯文字识别谁帮忙翻译成AU3

自己实在搞不定，头大，哪位大佬有闲帮帮忙？
只翻译，makeBase64_HMACSHA1这个函数就行，我自己翻译的结果和AU3结果总是不一样

我自己翻译的没问题，应该是编码不同msgbox乱码了
