_SetFileSecurityOwner不能给系统文件设置所有者吗？

测试如下：

_SetFileSecurityOwner("C:\Windows\System32\regsvc.dll","Administrators") = false
_SetFileSecurityOwner("C:\test.txt","Administrators") = true

求解啊？为什么？百思不得其解，有木有高手！
