怎样实现一段文本的编码从utf8转ansi

新手提问：
一段编码为UTF8的文本，英文可以直接显示，但是汉字显示为乱码。使用网上的工具，把文本重新编码为ANSI，中文也能正常显示。怎样让UTF8的文本，使用AU3，让他正常显示呢？
